Thanks to Optima, Jura keeps a budget with a small deficit

Having set the optimisation of the costs and staffing of its administration as a key objective for the coming years in 2013, the Government of the Republic and Canton of Jura took the advice of two experts, namely Dominique Freymond and Jean-Philippe Bernard.

Their intervention led to concrete measures that still deliver measurable results today.

The OPTIMA approach resulted from a highly structured analysis of the standard and specific state services of the Jura administration, and made it possible to identify more than 200 savings measures for an amount far exceeding the initially set target of CHF 40 million.

Each of the proposed measures was discussed in direct liaison with the government. The measures finally presented and approved by parliament were selected according to rigorous criteria: the level of legal constraint, the required level of decision, feasibility of implementation, capacity to gain support and assessment of complexity.

The positive results, still visible today, clearly demonstrate the pragmatism and quality of the approaches built by Dominique Freymond and Jean-Philippe Bernard by focusing on what is essential.
